Digital Directory of Experts from ETECSA´s System of Surveillance and Intelligence

Abstract

Telecommunications Company of Cuba (ETECSA, for its acronym in Spanish) is the telecommunications operator of Cuba. It was incorporated in 1994 and it provides fixed, mobile, data and Internet phone services throughout the country. The Digital Directory of Experts from the Surveillance System constitutes a unique technological solution in ETECSA, as it gathers experts from different areas of specialization related to ICTs, both internally and externally. This information resource compensates for the lack of this type of tool in the organization by allowing access to the knowledge and experience of these specialists, in most cases with knowledge of the Company scene. Research methods include observation, documentary analysis and analysis and synthesis of all collected data in order to convert them into information of great value for the knowledge management within the Company. It has been implemented at the business level and is accessible to all ETECSA’s specialists. It contributes to the effectiveness of the information and monitoring products and services and their impact on the Company’s objectives, both operational and strategic. It also adds value to the activity since, on the one hand, it gathers all the Surveillance and Intelligence System’s experts, and, on the other hand, its format provides access to itself from both teleworking and face-to-face modalities through business Intranet from TIMONE Management Platform. In addition, it provides for the optimization of surveillance and intelligence services and their formalization in the Company. From the business viewpoint, it draws on Experts and candidates for Experts in Telematics trained by the Human Resource Main Directorate and the Certification System of Contributions and Competencies, establishing synergies with them and contributing to the management by process in ETECSA.
