"Bienestar" in the computarization of procedures at the Ministry of Justice of Cuba

The Ministry of Justice of Cuba (MINJUS, by its acronym in Spanish) is in charge of providing legal services to natural persons. Currently, the process of Request and Issuance of Certifications from the Registry of Civil Status (REC, by its acronym in Spanish) is inefficient; response times and people gatherings in offices, make the most part of the population feel disappointed by the services provided. The purpose of this research is to streamline the aforementioned process, so that a better service is provided to the citizen and the MINJUS has tools that allow it to see useful and relevant statistics related to the process. The “Bienestar” Platform, developed by XETID, has served as a technological framework to computerize the REC Certification Request and Issuance process. Free software widely known by the international community related to this issue was used for the development of this platform; and interviews and the documentary analysis method from the qualitative branch were used as techniques for its informational support. The project concluded successfully the Pilot Operation phase, increasing the efficiency and transparency of the procedures, to the same extent that it transmits the feeling of control, discipline and organization. The Deployment is currently being prepared at the national level.
