Abstract
This article provides a methodology for the design and operation of a New Platform over IMS —IP Multimedia Subsystem— that allows attaining the fixed-mobile convergence within the Telecommunications Network, laying the foundations for the establishment of the unified services in Cuba. For this purpose, the author defines herein the functional changes needed to be made in the “core” of the Next Generation Network-IP Multimedia Subsystem (NGN-IMS) and the “core” of the Mobile Network are defined, as well as the characteristics of the new Platform referred to in the methodology as ETECSA OTT —Over The Top— which enables to tackle the new competitive scenario now imposed by International OTT Operators from the ecosystem changing within the Network and a future transformation in the existing business model which allows an efficient use of the new value chain on the market.
