Editorial policy

Definition of the magazine:

TONO Magazine is a specialized scientific-technical magazine, published in printed and electronic format, aimed at scientific and technological diffusion of the telecommunications and informatics environment. Edited by the Strategic Information and Surveillance Directorate, belonging to the Vice Presidency of Business Strategy and Technology, from the Telecommunications Company of Cuba S.A. (ETECSA), attached to the Ministry of Information Technology and Telecommunications of Cuba (MINCOM), it publishes every six months results of research, development and technological applications aimed at the community of specialists, technicians and students of telecommunications and computer science from Cuba and the world.

Topic and Scope:

Addressed to specialists, technicians, workers and students, TONO Magazine constitutes an arbitrated space for the publication of updated scientific-technological articles and information.

With a thematic profile that points directly to Computing and Telecommunications, the magazine addresses other disciplines such as Electronics, Communications, Information Technologies and Communications, Business Management.

The magazine reserves up to 10% of its content for the informative promotion of the services and products of the ETECSA Strategic Information and Surveillance Directorate, as well as those offered by the company itself.

Objectives of the magazine

  1. To publish scientific and technical articles and information updated in the specialties referred to above, sent by specialists, technicians, workers and students with similar interests.

  2. To offer a legal and safe space to publish the intellectual, scientific and technological production that is generated, as well as to endorse the publication of scientific works required for the scientific categorization of the specialists.

  3. Disclose about the new acquisitions of equipment, technologies, services, products and other information deemed necessary to publish the Editorial Board.

Code of ethics

The objective of the code of ethics is to establish the general principles on which the responsibilities of the researchers and the TONO Magazine will be based. Therefore, both the journal and the authors who aspire to publish in it must meet the following criteria:

Rights and duties of the authors

All those authors that aspire to publish in Tone Magazine must commit to grant the "Copyright" to the magazine. The texts presented must be an original (in editorial terms, presenting a research result, a new contribution) and unpublished (that have not been published before).

The authors must quote and recognize properly the intellectual property of other authors of those investigations that have influenced and determined the nature of the article to be published.

The authors have the right to a fair and impartial review, for the established review time to be respected and to be treated with professionalism and respect in the communication with the magazine.

In case the decision is made not to publish a research, the authors will have the right to appeal to the Editorial Board of the magazine, obtaining a response within a period of 10 days.

Changes on the content of the researches, proposed by the Editorial Board, must be duly justified.

If an article is accepted for publication without modifications, the authors have the right to publish it.

While the article is in the first and second phase of review, the main author has the right to withdraw its article from the evaluation process, and this should not affect its consideration for future publications in other magazines; as well as, to eliminate any of its co-authors, provided that there is a formal, written and signed, record that the co-authors are aware of this elimination.

Only professionals who have collaborated in the research or the project and preparation of the article will be listed as co-authors. All co-authors must have reviewed the article, agreed with the order of their names, agreed with the content and final form and be in a position to defend its content.

Fragmented works will not be accepted, the authors will organize their researches so that each article gives a complete description of a specific aspect of the general study.

Rights and duties of the Editorial Board

All works that are sent to the of the magazine will be considered by the Editorial Board without implying the obligatory nature of its publication, unless it has gone through all the relevant review processes and has been approved.

The information, criteria and evaluations in the published articles and the use that others may make of them, are the exclusive responsibility of the authors, the journal does not necessarily have to coincide with them.

TONO magazine is not responsible for the existence of plagiarism or fraud in researches.

The Editorial Board has the right, and thus must be accepted by the authors, to make modifications to the articles from the formal point of view, such modifications will not affect the essence of the research sent, since they will solely be aimed at improving the presentation and impact of such article. These changes can include transformations in the title, summary, keywords, figures, charts and text.

Duties of the Editorial Board and its members

Editorial Board

  • To draw scientific and editorial policy, as well as ensure compliance.
  • To set the recognition actions for authors, arbitrators and other collaborators.
  • To control the resources of the magazine.
  • To determine work groups.
  • To distribute and guarantee the systematic fulfillment of the activities of each member that makes up the magazine.
  • To increase the visibility and impact of the scientific magazine.
  • To maintain the quality of the journal related to: content, form and presentation, layout, among other aspects.
  • To act as an official referee.
  • To maintain a permanent and relevant update in the new procedures and techniques in order to guarantee an efficient and effective editorial process.

Director or Chief Editor

  • To represent the publication officially and legally.
  • To direct the activities of the editorial board.
  • To propose actions for the improvement of the magazine.
  • To have main responsibility on enforcing the editorial policy.
  • To be responsible for the periodicity and stability of the magazine, as well as the homogeneous production of articles by issue.
  • To propose content by number.
  • To approve the final art of the magazine before it is published.

Executive Editor

  • To coordinate and control the work of the edition committee.
  • To ensure strict compliance with the policy outlined by the council.
  • To manage the human and financial resources of the magazine, according to the directives drawn upon by the council.
  • To know the manuscripts and decide, as first instance, which ones should be processed, based on their correspondence with the scope of the publication and its formal requirements.
  • To assign the accepted researches to an editor, in accordance with to the theme.
  • To guarantee the necessary information to the work team and the referees so that they can perform their functions properly.
  • To manage the process of evaluation of the scientific contribution between the authors and the referees..
  • To guarantee compliance with the indications offered by the arbitrators
  • To work along with the editorial committee on the publication of the final version of the manuscript, and in accordance with the publication standards of the journal.
  • To propose content by issue.

Editors or evaluators

  • To collaborate on the updating and implementation of the editorial policy of the magazine.
  • To participate in the collegiate direction of the magazine.
  • To approve and enforce the editorial policy of the magazine.
  • To master and monitor compliance with the rules and requirements of the publication.
  • To be responsible for the articles published under the theme of his/her responsibility.
  • To propose an opinion according to the arbitration reports obtained from the application of the Evaluation Protocol on each published article.
  • To consider, with particular emphasis, compliance with the ethical standards of the researches submitted for their consideration.
  • To manage the publication of review articles.
  • To act as official arbiters in the revision process, considering them highest-level official arbiters.
  • To encourage the participation of the magazine in important scientific events.

Drafting, Publishing and Publication Committee

  • To evaluate the formal aspects, including writing, key words, structure of the abstracts and articles in general, adequacy of the language used, coherence, grammar syntax and compliance with the spelling rules.
  • To perform the preliminary review of the articles in order to allow the evaluation of the content by the editors.
  • To interact with the authors of the manuscripts submitted being considered for publication.
  • To know the editorial policy, rules and requirements of the magazine.
  • To know the technical standards of the texts established in the magazine.
  • To execute and control the flow of manuscripts.
  • To know the rules of scientific style and advise the technical group and the editor board about its compliance.
  • To assist the executive editor in his/her different tasks.
  • To process and control the correspondence, and other activities, including minute taking on meetings of the Editorial Committee.
  • To update the magazine constantly according to its periodicity.
  • To publish and update the current policies of the magazine in its digital platform.
  • To supervise the work of the computer specialists and designers of the magazine in the improvement and maintenance of its graphic image.

Sections Policy

There will be published, provided that they have been approved by the Editorial Board of TONO, the researches that are within the framework of the following typology:

Research articles: Includes research, development, production and technical services. Their purpose is to acknowledge an original contribution of empirical knowledge to the theoretical-practical understanding of a subject, to the research development of it or its application, whether in the scientific-technical or educational fields. It will have a length of 10 to 15 pages including the bibliography and the annexes. This type of contribution is subject to double-blind peer review.

Review articles: Bibliographic review, including assessment on a given topic. It can cover long periods of time or refer to the current state in which a specific topic is located. It will be comprised between 15 and 25 pages not including bibliography (which must be more than 50 bibliographic entries) and annexes. Although there are two modalities: a descriptive review and a critical review, TONO will only accept the second one, which implies an exhaustive evaluation or evaluation of the treated aspect. This type of contribution will usually be made by a specialist of a given subject at the request of the Editorial Board and will be subject to double-blind peer review.

Technical scientific report: Document that describes the process or results of a scientific or technical investigation, or the state of the art of a problem of this nature. It is usually part of a series of numbered documents. It will have an extension of more than 5 to 10 pages including the bibliography and the annexes. It will undergo double-blind peer review.

Case studies: These are works aimed at assessing experiences, research, innovations, situations and results, whether of a scientific or technical nature, as well as their methodological treatment. TONO will only accept the modalities of Assessment situation (Analysis and evaluation) and Problem situation (Description, analysis, essence and causes, evaluation and decision making). It will have an extension of 5 to 10 pages and it will be submitted for editorial review only.

Letters to the Editor: Any type of commentary on the magazine, current affairs, events, courses, etc., addressed to the editor. They establish a forum of opinions and interpretations on new topics in a specific field. They must be reviewed by the Editorial Board in order to specify the degree of interest for the readers of the publication. It is the channel of communication between the team and the readers, and its main feedback system. They will have a maximum of 3 pages.

It will also be published, by the editor, a member of the Editorial Committee or a guest researcher, an Editorial, a document that will refer to the content of the magazine, or to an event or activity of national or international impact or relevance on the date in which it is published that issue of the magazine.

Review policy

The researches that arrive to the redacción of the TONO magazine, will go through a preliminary review, in which there will be evaluated: correspondence with the subject to which the magazine responds; scientificity; and logical coherence of the contribution. In the event that the article does not comply with these initial requirements, the author will be informed of his/her immediate rejection; otherwise, the corresponding review will be made from the formal point of view (First Phase). Next, the pairs (reviewers / evaluators) will be selected in accordance with the disciplinary area in which the article is inserted, such pair will have 15 working days to evaluate its content (Second Phase).

Peer Review Process and review periods

TONO magazine will submit all articles, which by their characteristics require it (Research article, Review and Technical Scientific Report) to the double blind peer review process.

Selection of the arbitrators: 2 arbitrators are selected in correspondence with their scientific category, place of origin and institution and area of ​​knowledge, and thus be able to select external arbitrators, who do not belong to the same institution than the author, that the revision of the manuscript is made by an expert who has the same or higher scientific degree than the author and who is an expert in the disciplinary area in which he or she qualifies the submitted manuscript. In case of: a) there is a contradiction between the two arbitrators' decisions and b) the editor is not completely convinced of the opinion issued by one of the arbitrators, the article will be sent to a third arbitrator. The magazine has a database that processes and records the transfer of articles and the set of evaluators.

The referees or evaluators to determine the scientific validity of the reviewed works will attend the Evaluation Protocol designed by the magazine.

Report of the referees: the referees will be guided by the template designed by the magazine for the evaluation process, in which the following aspects are analyzed: a) originality of the manuscript; b) methodology; c) quality of the results and conclusions, as well as coherence with the objectives set out in the manuscript; d) clarity of the language used; e) compliance with the standards of the journal; f) appropriate ethical conduct; and g) quality of the bibliographic references consulted.

If the article is approved with modifications, the Third Phase begins, where the Editorial Board will contact the authors to carry out the necessary modifications within a maximum period of 10 working days.

If the author does not agree with the modifications proposed by the evaluator, he will have 2 working days to appeal to the Editorial Board. Otherwise, once these modifications have been made by the authors, the articles will be sent back to the evaluators, so that they confirm the changes within a maximum period of 3 working days.

If in its second revision the evaluator realizes that the author has not made the required changes in the article, this will be considered automatically not approved and will have to wait for a next issue of the magazine.

Test before publishing the manuscript: After the article has passed through the relevant filters and its publication is finally determined by the Editorial Board, the final version will be sent to the author, who must approve it or not within a period of 5 working days.

In case the article does not have the necessary quality to be published, the author will be informed about it, attaching also the reports of the evaluators, who will support such decision. The author can express his agreement or not with this situation, obtaining a response from the Editorial Board within a period of 10 working days.

TONO magazine has a biannual frequency, therefore, the review and publication processes will be subject to this frequency.

Distribution policy

TONO magazine is published in printed format, with a semester frequency and a print run of 2000 copies for each issue, which are distributed free of charge at a national level, to libraries, institutions related to the telecommunications sector and related academic centers.
