Abstract

Despite all talks about European crisis during 2012 and its possible contagion of Latin America´s economies, the telecoms segment continues, as usual, to advance in this region. Governments have not reduce neither the amount of effort nor the resources they are putting into their ICT agendas and broadband programs, and 4G technology is making its first appearances barely before the 3G standard has had even two years of glory. Behind the scene, the Latin American Forum of Telecommunications Regulators (Regulatel) will pass on December from Colombia, a nation that has succeeded in transforming its telecommunications market, to Costa Rica, a country that is undergoing even faster changes. This is an appropriate change of leadership, considering the day-to-day rampant development that Internet and smartphones are bringing about.
