Abstract

Broadband connectivity is crucial for expanding the Information and Knowledge Society. This new social trend must be inserted into a fully accessible environment as a prerequisite to reduce —or eliminate—, the digital divide. The electronic communications sector and ICT are solid pillars that have survived the pressures of critical moments; therefore, they have fostered the new economy supported by information and knowledge. Considering these new forms of infrastructure, regulatory measures should be flexible and encourage their development and implementation. Thus, regulation becomes a decisive catalyst for Information Society growth and improvement. This article provides a comprehensive and detailed analysis of this important issue.
