Author Guidelines

In “TONO” Scientific Magazine, technicians and specialists have the possibility of publishing, after a thorough review process, articles including information about innovative science and technology contents, on topics such as Electronics, Telecommunications, Informatics, as well as others related to Modern Company.

Articles must be original and unpublished, and its delivery for publication implies an author’s commitment not to summit it to be considered by other magazines, journals, or something alike. The articles must be in digital format and shall be sent directly to the Dirección de Información y Vigilancia Estratégica (tono@etecsa.cu).

It shall be published, provided that it has been approved by the Editorial Board of TONO Magazine, papers under the following typology:

Research articles: They include Research, Development, Production, and Technical Services works. They are aimed at acknowledging an original contribution of empirical knowledge to the theoretical-practical knowledge of a subject, to its research development or its implementation, whether in the scientific-technical or educational field. They shall have no more than 10-15 pages including bibliography and annexes. This type of contribution is subject to a double-blind peer review.

Review articles: Bibliographic review including an assessment of a certain subject. It may cover long periods or refer to the current state of a specific subject. They shall have between 15-25 pages without including bibliography (with more than 50 bibliographical references) and annexes. Although there are two types (descriptive review and critical review) TONO will only accept this latter which implies an exhaustive assessment or evaluation of the topic. This type of contribution shall be generally made by a specialist in a certain area at the request of the Editorial Board and shall be subject to a double-blind peer review.

Scientific-technical Report: Document describing the process of the results of a piece of scientific or technical research, or the state of the art of a problematic of this nature. Generally, it is part of a series of numbered documents. It shall have no more than 5-10 pages including bibliography and annexes. It shall be subject to a double-blind peer review.

Case Studies: They are paper aimed at assessing experiences, research, innovations, situations and results, whether scientific, technical or methodological. RECIDT will only accept modalities of Situation-assessment (Analysis and assessment) and Situation-problem (Description, analysis, essence and causes, assessment and decision-taking). It shall have no more than 5-10 pages and shall be subject to editorial revision only.

Letters to the Editor: Any type of comment about the journal, current affair, event, course, etc. which is addressed to the editor. They become a forum of criteria and interpretations about new topics in a specific field. They must be revised by the Editorial Board in order to specify the degree of interest for all the readers of the publication. It is the channel of communication between the team and the readers, and their main feedback system. It should have no more than 3 pages.

Author(s) and co-author(s) will be provided with a document supporting the paper publication.

It will also be published, by the editor, a member of the Editorial Committee or a guest researcher, an Editorial, a document that will refer to the content of the magazine, or to an event or activity of national or international impact or relevance on the date in which it is published that issue of the magazine.

Review policy

The researches that arrive to the redacción of the TONO magazine, will go through a preliminary review, in which there will be evaluated: correspondence with the subject to which the magazine responds; scientificity; and logical coherence of the contribution. In the event that the article does not comply with these initial requirements, the author will be informed of his/her immediate rejection; otherwise, the corresponding review will be made from the formal point of view (First Phase). Next, the pairs (reviewers / evaluators) will be selected in accordance with the disciplinary area in which the article is inserted, such pair will have 15 working days to evaluate its content (Second Phase).

Peer Review Process and review periods

TONO magazine will submit all articles, which by their characteristics require it (Research article, Review and Technical Scientific Report) to the double blind peer review process.

Selection of the arbitrators: 2 arbitrators are selected in correspondence with their scientific category, place of origin and institution and area of ​​knowledge, and thus be able to select external arbitrators, who do not belong to the same institution than the author, that the revision of the manuscript is made by an expert who has the same or higher scientific degree than the author and who is an expert in the disciplinary area in which he or she qualifies the submitted manuscript. In case of: a) there is a contradiction between the two arbitrators' decisions and b) the editor is not completely convinced of the opinion issued by one of the arbitrators, the article will be sent to a third arbitrator. The magazine has a database that processes and records the transfer of articles and the set of evaluators.

The referees or evaluators to determine the scientific validity of the reviewed works will attend the Evaluation Protocol designed by the magazine.

Report of the referees: the referees will be guided by the template designed by the magazine for the evaluation process, in which the following aspects are analyzed: a) originality of the manuscript; b) methodology; c) quality of the results and conclusions, as well as coherence with the objectives set out in the manuscript; d) clarity of the language used; e) compliance with the standards of the journal; f) appropriate ethical conduct; and g) quality of the bibliographic references consulted.

If the article is approved with modifications, the Third Phase begins, where the Editorial Board will contact the authors to carry out the necessary modifications within a maximum period of 10 working days.

If the author does not agree with the modifications proposed by the evaluator, he will have 2 working days to appeal to the Editorial Board. Otherwise, once these modifications have been made by the authors, the articles will be sent back to the evaluators, so that they confirm the changes within a maximum period of 3 working days.

If in its second revision the evaluator realizes that the author has not made the required changes in the article, this will be considered automatically not approved and will have to wait for a next issue of the magazine.

Test before publishing the manuscript: After the article has passed through the relevant filters and its publication is finally determined by the Editorial Board, the final version will be sent to the author, who must approve it or not within a period of 5 working days.

In case the article does not have the necessary quality to be published, the author will be informed about it, attaching also the reports of the evaluators, who will support such decision. The author can express his agreement or not with this situation, obtaining a response from the Editorial Board within a period of 10 working days.

 

Submission Preparation Checklist

As part of the submission process, authors are required to check off their submission's compliance with all of the following items, and submissions may be returned to authors that do not adhere to these guidelines:

  • We state that the contents presented in this document are a direct product of the intellectual contribution of the authors declared in it, and that in the form and content in which they are presented they are not being shown in parallel to any other editorial space for possible publication.
  • The submitted file complies with the instructions given to authors for this type of contribution and is in Microsoft Word .doc format.
  • We are aware that the Tono Scientific Technical Journal includes, as part of its guidelines, the mandatory approval of academic arbitration known as peer review, for the possible incorporation of a text in its editorial process, and we are also aware that the results of said opinion are final.
  • All data and references to previously published materials are duly identified with their respective credit and included in the bibliographic notes and in the citations that are highlighted as such and, in cases where required, we have the due authorization of those who hold the property rights. Therefore, we declare that all materials presented are completely free of copyright and, therefore, we are not responsible for any litigation or claim related to intellectual property rights, exonerating the Cuban Telecommunications Company from all responsibility.
  • In the event that the submitted work is approved for publication, we, the author(s) and owner(s) of the copyright, authorize the Cuban Telecommunications Company as the publishing institution, in an unlimited period of time, to include said text in the Scientific Technical Journal Tono and in turn reproduce, edit, distribute, exhibit and disseminate its content in the country and abroad through printed or electronic media, databases, pre- and post-publication repositories, CD ROM, the Internet or any other known or unknown means.

Privacy Statement

The names and email addresses entered in this journal will be used exclusively for the purposes set forth therein and will not be provided to third parties or for use for other purposes.

Rights and duties of the authors

All those authors that aspire to publish in Tone Magazine must commit to grant the "Copyright" to the magazine. The texts presented must be an original (in editorial terms, presenting a research result, a new contribution) and unpublished (that have not been published before).

The authors must quote and recognize properly the intellectual property of other authors of those investigations that have influenced and determined the nature of the article to be published.

The authors have the right to a fair and impartial review, for the established review time to be respected and to be treated with professionalism and respect in the communication with the magazine.

In case the decision is made not to publish a research, the authors will have the right to appeal to the Editorial Board of the magazine, obtaining a response within a period of 10 days.

Changes on the content of the researches, proposed by the Editorial Board, must be duly justified.

If an article is accepted for publication without modifications, the authors have the right to publish it.

While the article is in the first and second phase of review, the main author has the right to withdraw its article from the evaluation process, and this should not affect its consideration for future publications in other magazines; as well as, to eliminate any of its co-authors, provided that there is a formal, written and signed, record that the co-authors are aware of this elimination.

Only professionals who have collaborated in the research or the project and preparation of the article will be listed as co-authors. All co-authors must have reviewed the article, agreed with the order of their names, agreed with the content and final form and be in a position to defend its content.

Fragmented works will not be accepted, the authors will organize their researches so that each article gives a complete description of a specific aspect of the general study.
